Special Skills and Knowledge, but not limited to

Coordination and liaison with MOTC(Ministry of telecommunication) and other stakeholders. In depth overall knowledge in detailed design and construction supervision for large, medium sized and small highway projects in flat and mountainous terrain. Latest AASHTO pavement material and mix design methods. In depth knowledge on structures and bridge design, construction, rehabilitation and repair. Due diligence and design review and safety auditing. Project management software. State of the art QC/QA implementation. Multy-disciplinary team leadership. Reporting.

Indicative List of Tasks Assigned

Overall responsibility for construction contract in the role of the Engineer’s representative. Review of designs, specifications, construction methods, etc. Check and ensure that approved time schedules & quality assurance plans of the Contractors are implemented properly. Approve payment certificates. Issue variation orders. Inspect completed works and prepare certificates. Maintain records, prepare reports At all stages raise the MoTC’s capacity and awareness of international standards of road engineering.

Other requirements

Must have a MSc with preferable 20 years general experience, 10 years specific project experience for a minimum input of 25 man months.

Area of Specialisation

Project Management and Administration, Procurement and Quality Control, Contract Law, and FIDIC Contract Administration, Engineering and Capacity Building.

Special Skills and Knowledge, but not limited to

Overall Project Management and administration, procurement, project performance management and capacity building. Coordination and liaison with MOTC (Ministry of Transport and communication), ADB and other stakeholders. FIDIC. Familiarity with ADB procurement, safeguards and financial management guidelines. Evaluation and settlement of variations and claims. Project Monitoring and performance evaluation. Capacity Building. Reporting.

Indicative List of Tasks Assigned

All administration and managerial work related to all aspects of the Project, including construction supervision, procurement, financial management, project performance monitoring, loan covenants, safeguards, as well as management of the whole PMC staff. Reporting to the MoTC and ADB. Permanent liaison and advice to the MoTC and ADB. Early identification of issues and proposing mitigation and preventing measures. Resolution of disagreements of MoTC and Contractors. Other tasks needed for timely and successful implementation of the Project. At all stages raise the MoTC’s capacity and awareness of international standards of managing contracts with similar scope and size.

Special Skills and Knowledge, but not limited to

Conduct research for safe and efficient traffic flow and use analyses data to construct the correct road geometry to ease known bottlenecks and implement the proper road markings, signage’s, traffic lights, pedestrian management and intelligent monitoring systems. Provide technical supervision regarding traffic control devices to other traffic technicians and laborers. Design traffic simulation programs and feed data related to traffic flow, accident rate data, and proposed changes to develop most efficient methods to ease traffic flow. Must have strong analytical and computation skills to handle large mathematical and statistical data for analyzing road traffic conditions Must have strong computer literacy and ability to design traffic simulation systems. Has strong understanding of road safety laws

CAD (Computer Aided Design) system work in the preparation of engineering drawings.

Special Skills and Knowledge, but not limited to

Prepares engineering drawings manually and on CAD System, which may involve limited design, to establish complete and accurate data. Knowledge of mathematics as applied to engineering principles of the field of assignments. Skill in drafting engineering plans of more than ordinary complexity both manually and using CAD System. Ability to prepare complex schematic drawings from rough sketches or oral instructions.
