The Environmental/Social Expert will be responsible for the environmental aspects of the project and will up-date environmental mitigation plans to avoid or minimize any adverse effects.  His tasks will cover, but not be limited to, the following:

– To review the environmental mitigation plan including social management submitted by the Contractor

– To chair the Environmental Monthly Meeting with the Contractor

– To monitor the contractor’s Environmental/Social Management Process

– To pick up the poor or weak points of his Environmental Control Process

– To propose countermeasure in order to avoid adverse conditions to mitigate environmental and social issue

– To recommend additional monitoring, if required

– To issue the warning letter to improve his Environmental Control Process

– To prepare and finalize the Monthly Environmental Control Report

– To assist MPMU2 in supervising the program for prevention of HIV/AIDS by People’s Committee of Hai Phong City

The purpose of this project is to establish a solid waste management system within Turkey, in accordance with the Turkish Legislation and the EU Acquits, with a view to reducing environmental pollution and increasing reuse and recycling of solid waste, specifically, to establish safe final disposal for solid wastes and optimization of the collection of solid waste by using all means for reducing the quantity of waste to be land-filled.

Qualification and Skills:

– University degree of civil, environmental or mechanical engineering. In case of lacking formal/relevant university degree 20 years of professional experience is required in the relevant field.

– Good command of spoken and written English.

General Professional Expereince

– Preferably 15 years, minimum 10 years, professional working experience required.

Specific Professional Experience

– Experience in institutional capacity building project(s) for solid waste management companies, institutions or departments.

– Preferably 5 years, minimum 3 years of experience as a Team Leader/Project Manager in supervision of an environmental infrastructure project required.

– Experience in PRAG procedures,

– Experience in supervision of sanitary landfill project according to FIDIC conditions of contract is an asset.

– Experience in design of solid waste management project is an asset.

Qualifications and skills 

University degree in Disaster Management, Environmental Science, Social Sciences, Agriculture, Ecology, Environmental Law, Development, Geology, Geography, Economics, Engineering, Urban Planning or equivalent. Master degree will be an asset

Excellent knowledge of multi-disciplinary development approaches

Ability to negotiate with counterpart government officials and with other stakeholders

Ability to plan and work independently and without supervision

Excellent skills in technical writing

Excellent management and interpersonal skills

Knowledge of the EU Civil Protection Mechanisms an important asset

Proficiency in both English and Russian is required. Ability to speak and understand one of the local languages would be an asset

General professional experience

Demonstrated team leader experience

Knowledge of the EU policy developments and EU civil protection tools as well as of international frameworks and practice in disaster preparedness and disaster management is required

Proven experience of working in multicultural environments

Specific professional experience

A minimum of 10 years in management in disaster preparedness

A minimum of five years experience in contingency planning, civil protection, disaster preparedness or similar fields in the ENPI East region

Experience in providing disaster preparedness training is required

Experience on working with the EU Civil Protection Mechanism is a clear advantage

The project will last approximately 880 working days
