QUALITY ASSURANCE AND CONTROL MANAGER – Engineer holds a degree in civil and architectural engineering from an internationally recognized university with a practical experience of not less than 20 years in quality assurance and control for similar construction and architectural engineering works. Experience in applying International codes and standards, experience in applying quality control and assurance to all project’s phases, preferably a member of an international organization or association in the field of projects management, fluency in English with proficient reading, writing and speaking skills.

CONSTRUCTION MANAGER – Engineer holds a degree from a recognized university in the field of civil or architectural engineering with an experience of not less than twenty (20) years in Construction Management and overseeing the implementation of similar projects. He shall have the ability to manage Supervision Operations on Quality Control Plans for construction work, fluency in English with proficient reading, writing and speaking skills.

Project Management and Administration, Procurement and Quality Control, Contract Law, and FIDIC Contract Administration, Engineering and Capacity Building.

Special Skills and Knowledge, but not limited to

Overall Project Management and administration, procurement, project performance management and capacity building. Coordination and liaison with MOTC (Ministry of Transport and communication), ADB and other stakeholders. FIDIC. Familiarity with ADB procurement, safeguards and financial management guidelines. Evaluation and settlement of variations and claims. Project Monitoring and performance evaluation. Capacity Building. Reporting.

Indicative List of Tasks Assigned

All administration and managerial work related to all aspects of the Project, including construction supervision, procurement, financial management, project performance monitoring, loan covenants, safeguards, as well as management of the whole PMC staff. Reporting to the MoTC and ADB. Permanent liaison and advice to the MoTC and ADB. Early identification of issues and proposing mitigation and preventing measures. Resolution of disagreements of MoTC and Contractors. Other tasks needed for timely and successful implementation of the Project. At all stages raise the MoTC’s capacity and awareness of international standards of managing contracts with similar scope and size.

Other requirements

Must have a MSc with preferable 20 years general experience, 12 years specific project experience for a minimum input of 28 man months

TheRole
The Quality Assurance/Quality Control  & EHS Engr : Is responsible for the Engineering Documentation Management,  Shop Process Quality Control ; Control of purchased parts/ materials ; Facilitates the EHS requirements within the shop premise; Releasing of  project related documents to satisfy the customer requirements.  May need to attend customer calls on product quality delivered. To Perform periodic Internal Audits to address continual improvements and to sustain ISO certification.

Administration:

• Shall effectively create and maintain the shop related QA/QC&EHS related works/documentations/database.
• Shall maintain data base on projects accomplished, in order to support warranty claims.
• Assist in preparing reports in line with Q&PPI and Finance & Controls requirements.
• In the absence of shop manager, shall perform administrative control on shop related activity.
• Shall conduct, if required Q& EHS related training as required by the Organization.

Technology& Products( Engg.Support):

• Ensure the entire product configuration related docs shall compliance with Technical partner Engg. Specification and compliance with the International Standard and  Conformance with the Customer Scope of work & Standards.
• Shall develop, shop related process engineering controls, docs and ensure its implementation.
• Ensure appropriate product information (routers) and shop floor sketches are made available prior to execution of the repair work dully authorized by Manager QA and Shop Manager.

Internal Customer:

• Shall act as a technical support for Sales & Shop in clarifying the technical quires form the customer / internal process development.
• Along with Shop Manager, ensures appropriate development and training of all shop staffs and employees based on training need analysis.
• Shall lead the customer component inspection IIR&IFR review and clarify the comments.
• Ensure shop EHS, and report on the non-conformances.

Incoming Materials Controls:

• Ensure the material request generated by shop, are dully authorized on specification, prior to forwarding to Supply chain Department.
• Shall perform in coming inspection and strictly control the purchased parts / materials.
• All the outsourcing services, which are deemed as special process should ensure the suppliers are ISO 9001 certified and are listed by customer as approved suppliers. If required shall perform, supplier premises audit to ensure the compliances to the standard practices.
• Shall report on the status of purchased parts / materials on monthly basis.
• Assist in the selection/ recommendation on suppliers to enhance product offering.

Quality Improvement;

• Shall actively participate in quality and process continual improvement activities.
• On periodic basis forward the quality reports related to product management system, process incidents, COPQ, CTC and training.

Quality Management System;

Ensures the shop QMS Compliant with ISO 9001, ISO14001 and OHSAS 18001 through regularly conducting Internal Audits in orderto maintain the QMS.

Education: Bachelor’s degree in related fields plus a minimum of 5 years hands-on experience required.

Experience/Qualifications: Graduate Mechanical Engineer having minimum 5 years experience in Rotating equipment repair shop, Certified ISO certification minimum IA , certification in welding inspection and NDT certifications minimum LPT . Plus if directly worked with OEM’s like GE, SIEMENS and ALSTOM or MHI and Safety certification. 4-year degree in Engineering with OEM training or approved third party training is a must.

Transferable Iqama is a bonus

– The post is due to last about 2 years with the following rotation, 6 days work per week – 30 annual leave days per year – 6 leaves period per year including 3 vacation leaves period and 3 “no work” site leave periods imposed by the site activity

 
Position description:

Integrated to a team of resident engineer and under the supervision of the Chief Resident Engineer on site:

– Review of the Quality Assurance Plan and Manuals prepared by the Contractor.

– Coordination and supervision of the Quality Control at site, in cooperation with Quality Assurance / Safety Inspectors of the site, during construction works and during electromechanical erection and commissioning works.

– Inspection activities for all equipment components received at site.

– Control over the implementation of proper procedures for storage and warehousing of material and equipment.

– Review of the safety plan and measures that the Contractor will implement at site to ensure a safe performance of the works.

– Verification at site of the compliance in the implementation of the safety measures for the works
