We are currently working with a client who is running a project in North Africa on a prestige building. They are currently looking for an experienced candidate to fill the position of Disbursement Manager. Here are the requirements for the post:

Qualifications & Skills

Degree level qualification or equivalent in a relevant field

A minimum of 15 years post graduate experience in the Construction Industry.

Excellent Japanese & English language skills

Previous experience working with Japan International Cooperation Agency (JICA)

Previous experience in the Middle East is an advantage                                 

Previous experience with a Construction Consultancy is an advantage

Job Responsibilities

Prepare, review and update the Disbursement management plans and procedures, including the disbursement schedule and documentation standards

Review the requests for progress payments including issue of payment certificates

Manage the disbursement of foreign and local funds including the processing of letters of credit, statements of performance and other documents as required for the loan disbursement.

Monitor and expedite the loan disbursement process

Assist the Procurement and Contracts Specialists in selecting the most suitable type of contract for future procurement packages

Assist the Budget & Cost Specialist in preparing, reviewing and updating the overall Project budget and cost reports

7. Existing PS 1 Arada Tapping Point: 40,000 m3 to existing concrete Tank 11,800 m3

8. Intermediate PS 2 (4 + 2 pumps, Q = 1.3 m3/s, Head 53 bar (40 + 8 bar)

9. New AlMandak Tank: 1 Steel Tank 10,000 m3 plus connection to existing Tank in Arada (11,000 m3)

The EPC Contractor APPCO did hire our client in JV with CEG (Cairo/Riyadh) in order to undertake the Final Detailed Design (based on the Tender Design) to be done within 10 – 12 months starting ASAP.

Our client (with his German Sub-Consultant) is mainly undertaking the Hydraulic Study (Steady State, Transient, etc.) plus HAZOP (risk), while CEG will mainly do beside the design of the pipeline with all accessories (valves, tap off) mainly the design of foundations (Pumping Stations with Electrical Building), while design of superstructures (everything “above ground”) will come from the EPC Contractor.

Our client’s job is beside the a.m. Hydraulic and HAZOP to coordinate the work between APPCO, our client (Sub-Consultant) and CEH and to review Drawings/Documents submitted by APPCO, LI’s Sub Consultant and CEG and to be upfront (responsible) to the Client.

The PM will have support by:

Deputy Project Manager Cairo and Business Development in KSA (he will sit part time in Cairo within the offices of CEG to check progress of CEG together with you), around 5 MM Hydraulic Expert, 1 MM, Home Office and in KSA for meetings with Client.

We would provide accommodation in Riyadh (where the Contractor recommends to use his compound with all facilities like swimming pool, tennis, etc. and social life, 20 minutes from APPCO) Transport/car within KSA will be provided by APPCO including flights inside KSA to the sites. The office will be within APPCO and CEG

Regular quarterly meetings are to be made in Germany and in KSA together with the Client.

Regular monthly trips are to be made to Cairo to check progress of CEG Cairo.

One of our clients has been entrusted with a water related project were they are seeking a resident senior water / wastewater specialist for the duration of the project. The senior water / wastewater specialist is expected to play a lead role in the design and implementation of tasks and activities targeted at preparing technical tender documents, improving the management capabilities and performance of the ACs, and for interacting with senior HCWW officials, water utility officials, donors, and other key water and wastewater stakeholders.

Qualifications and skills:

University degree in engineering related to water or wastewater

Computer skills (MS office software)

Good interpersonal and written communication skills. Fluent in English, Arabic language skills would be an advantage

General professional experience:

A minimum of 10 years experience with management of water and sewerage utilities

Demonstrated experience in the use of modem computerized management systems for similar utilities

Prior experience as a key player on projects with similar magnitude and complexity in developing countries

Regional experience in Egypt, North Africa or the Middle East is an advantage

Preparation of studies and technical tender documents

Supervision of contractors

Operational and maintenance management of large capital investment projects

One of our clients has been entrusted with a water  related project were they are seeking a resident program management specialist for the duration of the contract The program management specialist is expected to play a lead role in the design, programming, implementation and monitoring of the program/project management tasks, the standardization of policies and procedures concerning planning, control, information systems and efficiency improvements as well as for interacting with PMU members, PIUs of the ACs, other consultants in the area and other key water and wastewater sector stakeholders.

Qualifications and skills:

University degree in economics or engineering, preferably relate to water or wastewater

Computer skills (MS office software)

Good interpersonal and written communication skills

Fluent in English, Arabic language skills would be an advantage

General professional experience:

A minimum of 10 years experience in the water and wastewater sector

A minimum of 5 years experience with Program/Project Management in water and sewerage projects

Demonstrated experience in the use of modem computerized program management techniques for similar programs

Experience as a Team Leader for projects with similar magnitude and complexity

One of our clients has been entrusted with a water related project were they are seeking a resident senior financial expert for the duration of the project. The senior financial expert shall be responsible for providing support for the management of the IWSP as well as related financial studies and problems.

Qualifications and skills:

University degree in economics or financial administration

Computer skills (MS office software)

Good interpersonal and written communication skills

Fluent in English, Arabic language skills would be an advantage

General professional experience:

At least 10 years professional experience in the water and wastewater sector

Experience with national and international bidding procedures

One of our clients has been entrusted with a water related project were they are seeking a resident Chief of Party (COP) for the duration of the project. The Contractor shall delegate adequate authority to the COP to make all implementation decisions in the field. The COP shall be responsible for all reporting to the Steering Committee, HCWW, the EDPs and other organizations. He is expected to play a lead role interacting with senior HCWW officials, water utility officials, donors, and other key water and wastewater sector stakeholders.

University degree in engineering, economics or related subjects

Negotiation and moderation skills

Computer skills (MS office software)

Excellent interpersonal and written communication skills

Fluent in English, Arabic language skills would be an advantage

General professional experience:

A minimum of 15 years experience with water and sewerage utility reforms or institutional strengthening programs

Demonstrated expertise in institutional strengthening programs; utility corporatisation and performance-based contracts for water utilities

A minimum of 8 years experience as a COP or Project Director for projects with similar magnitude and complexity in developing countries

Institutional development and change management preferably in the water and waste water sector

Regional experience in Egypt, North Africa or the Middle East is an advantage

Qualifications and skills:

Masters University Degree in Civil or Architectural engineering

Fluent in English, with good written and oral communication skills

Strong reporting, presentation and administration skills

Professional Experience:

At least 25 years of experience in projects within the construction industry

15-20 years of experience at Lead PM level within the construction industry

Experience in large scale building projects such as Universities, Courthouses, Historical Centres, Museums, Libraries, mixed use, theme parks etc.

Excellent design and site supervision and construction management skills

Strong International experience

Experience in supervising min 80 staff of engineers in all disciplines

Track record of providing direction & successfully managing projects with values greater than US$1 Billion
