Generalities

The Power Operations Manager will report to the CPUC Chief Executive Officer. Specific tasks and responsibilities of the Power Operations Manager will include: 

(i) Assume responsibility for technical operations of the power system, including generation and distribution components, and customer connections;

(ii) Assess the current level of service provided to CPUC’s electricity customers and, in consultation with CPUC Management and other key stakeholders, determine the appropriate level of service and Standards for the provision of electrical services to the residents of Weno. 

(iii) Advise management of current of impending technical problems in the generation and distribution systems, and propose technically and financially appropriate options for the consideration of Management;  

(iv) Implement a load flow analysis of the Weno electricity network and design and implement programs to cost effectively optimize the network performance and minimize technical and non-technical losses; 

(v) Assess the capacity and skills of CPUC electricity generation and distribution personnel and design and implement training programs to achieve the minimum required certification levels;3

 3 Certification levels required for CPUC’s electricity technical personnel are: (i) lineman certification up to at least level III, (ii) power station operators to shift supervisory and station manager level; and (iii) mechanics and electrical/wire-man from technician to supervisory level.

(vi) Design and take responsibility for the implementation of preventative maintenance programs and ensure that the power station, stores, and external equipment of the CPUC are maintained in a serviceable condition at all times; 

(vii) Monitor and supervise the performance of all outside contractors engaged in the operation and maintenance of the new power station; 

(viii) Review current operational procedures for power station and distribution system operation and maintenance and design and implement strengthened procedures as required; 

(ix) Supervise and take responsibility for monitoring of all control equipment and recording, storage, and transmission to Management; 

(x) Supervise and take responsibility for the operation and control of CPUC electrical stores; design and implement procedures for maintaining inventories to a professional standard; 

(xi) Supervise and maintain all cash power meters connections. 

(xii) Undertake immediately and not more than 60 days, to eliminate, remove and replace any and all conventional electricity meters and unmetered customers. 

(xiii) Ensure a stock of essential spare parts for power generation is maintained on Weno. 

(xiv) Prepare for full cost and justified proposals for Compact grant funds for Weno power system capital works and maintenance programs. The proposals will include an assessment of options and identification of the least cost solutions based on life-cycle cost analysis.

A Product Engineering Specialist is required to create the product engineering function -be the first such expert in the company and assist in recruitment of additional engineers and creation of the product engineering infrastructure – systems, methods etc.

The Product Engineering Specialist will be responsible for

Performing all product engineering activities on the first four families of products. This comprises all aspects of the new product introduction engineering tasks and subsequently product sustaining tasks for these parts – vendor assessment for test and

The EPC Contractor APPCO did hire our client in JV with CEG (Cairo/Riyadh) in order to undertake the Final Detailed Design (based on the Tender Design) to be done within 10 – 12 months starting ASAP.

Our client (with his German Sub-Consultant) is mainly undertaking the Hydraulic Study (Steady State, Transient, etc.) plus HAZOP (risk), while CEG will mainly do beside the design of the pipeline with all accessories (valves, tap off) mainly the design of foundations (Pumping Stations with Electrical Building), while design of superstructures (everything “above ground”) will come from the EPC Contractor.

Our client’s job is beside the a.m. Hydraulic and HAZOP to coordinate the work between APPCO, our client (Sub-Consultant) and CEH and to review Drawings/Documents submitted by APPCO, LI’s Sub Consultant and CEG and to be upfront (responsible) to the Client.
