Monitor Progress
The Consultant shall monitor the Contractor’s work to determine overall progress on a monthly basis and ensure that the work schedule is maintained and costs minimised by means of, among others, the following activities:

– Review and, if it is found satisfactory, consent to the Contractor’s proposed program of work to meet key dates established in the construction Contract. Prepare and maintain progress programs and graphs for use in monitoring and reporting of the progress. All programs shall be in bar chart form, based upon CPM network analysis. All data shall be provided to the Client in hard copy and computer usable form (disks) on a monthly basis. Timeline Primavera, or similar, should be considered as management/scheduling software.

– Analyse deviation in progress compared to the Contractor’s work schedule. The Consultant shall assess trends of actual rates of progress relative to planned rates, and impacts, if any, on future plans. From his analyses, the Consultant shall, at any time necessary, instruct the Contractor to propose and implement corrective measures to ensure that the key objectives stated in the construction Contract are met. The Contractor’s current work schedule together with the Consultant’s analysis and recommendations shall be included in the Consultant’s monthly report to the Client.

– If and when progress falls behind the schedule, request the Contractor to present his plan for recovering the delay, or in the case that the delay is caused by circumstances beyond the Contractor’s responsibility and control, ask the Contractor for his proposal for actions to regain the currently valid schedule. If such proposal exceeds the Consultant’s authorization for additional expenditure, prepare the matter with his recommendation for the Client’s decision, who will either approve an order to the Contractor for acceleration or accept the work program to be revised.

– Keep records of all measurements and agreements and incorporate a summary of major measurement data in the monthly progress reports.

– At intervals of three months, or more frequently if required by major changes, the Consultant shall prepare estimates of projected final quantities required to complete the Works. The Consultant shall also estimate the time required to complete the Works and notify the Client of any projected time overrun of construction schedule together with proposed measures to recapture lost time or accelerate work progress.

– At intervals of three months, the Consultant shall carry out a systematic safety audit of the construction and non-construction areas of the Contractor’s site and include major findings in the subsequent monthly reports.

 
Manage Claims and Variation Orders
The Consultant shall carry out, among others, the following activities to manage claims by the Contractor and prepare Variation Orders for changes to the scope of work, in accordance with the requirements of the construction Contract:

– Maintain records of all field instructions

– Prepare and issue Variation Orders according to Contract Procedures, and present and recommend Variation Orders, exceeding the Consultant’s authority for decision, to the Client for approval and decision.

– Keep records of any work authorized to be undertaken by the Contractor as Day works.

– Attempt to recognize in advance and prevent potentially contentious situations, and take action to resolve any disputes, which do arise before they become formal claims.

– Receive and review any claims for extension of time and/or additional compensation, The Consultant shall promptly report such claims to the Client.

– Make recommendations to the Client regarding settlement of claims. In consultation with the Client, try to settle any claim amicably.

– In cases of dispute between the Client and the Contractors, attend all meetings, and assist in negotiations necessary to settle the dispute

 
Certify Contractors’ Monthly Statements

The Consultant shall process and, as appropriate, certify for payment of the Contractors’ monthly statements and other contractual payments to ensure that such statements reflect work completed in accordance with the Contract. To this effect, the Consultant shall, inter alia;

– In consultation with the Client, set up appropriate procedures for the processing of Contractor’s requests for payment. Before work starts, the Consultant shall agree with the Contractor and the Client the format of the Contractor’s monthly statements. All statements shall be produced in hard copy and computer usable form (disks).

– In conjunction with the Contractor, make monthly measurements of work carried out for use in monthly statements, review the Contractor’s applications for interim payments and prepare a final measurement of the completed Works for the final invoice.

– Within 28 days of receipt of the Contractor’s application, issue interim payment certificates and transmit the certificates to the Client for payment.

– Prepare a statement of the construction Contract accounts, as of the date of the Taking-over Certificate for all of the Works and taking account of the potential costs of any outstanding claims, estimated repair costs of known deficiencies during the Defects Liability Period etc.

– Review and certify Contractor’s requests for release of retention money and final payments.

 
Monitor Contract costs

– The Consultant shall monitor the contract Costs referred to the contract budget.

– The Consultant shall at intervals as provided in the Consultant Contract update the cost estimate of the construction contracts incorporating actual and projected quantities, costs of Variation Orders, potential costs of claims, and projected expenditures from provisional sums.

– The Consultant shall carry out this update using a computerized budget and cost forecast (BCF) system at intervals of not more than 6 months or when major changes occur. The estimated cash flow until completion of the Contracts shall also be prepared based on the revised Contract costs.

– The Consultant shall ensure that the Client is advised sufficiently in advance of the time when any additional funds will be required for appropriation to the Contract Budget.

– The Consultant shall institute a Project Cost Monitoring System (PCMS) for monitoring costs to date and forecasting costs to completion, relative to Contract Budgets.

Our client, Master provides partial implementation and technical assistance to the Government of Cameroon for the construction of the hydroelectric Memve’ele. The proposed development will consist of an embankment dam 1800 m long, a gated spillway of 5700 m3 / s and a passive spillway flood of 500 m3 / s, a channel for supplying water to factory 3000 m long pass to 450 m3 / s and a 211 MW plant with 4 production units. The development is located in the extreme south of Cameroon and will be connected to the Interconnected Network Southern Cameroon.

Description of the mission:
As part of the mission of Project management and Technical Assistance to the Owner, the expert in hydropower development will have the following tasks in conjunction with the environmental expert:

– Coordination of the various studies conducted by the Client and other stakeholders of the project (coordination, monitoring, validation work for the city of Owner, lines and positions, coordinating studies of operating and maintenance costs )

The CTPartners Emerging Markets Trend Talk Report says that building and managing a talent base across multiple geographies, including mature and emerging markets, is a continuing challenge for global corporations. Emerging markets in particular present new hurdles, particularly a shortage of senior and specialized executive talent, even as regional operations are growing rapidly. Such constraints in the talent market drive salary inflation, in tandem with the upward wage pressure already present in rapidly expanding economies.

“Companies in Asia face stronger competitive pressures and uncertain demand in some sectors, and can no longer simply rely upon the rising tide to lift all boats. Increasingly, management teams are developing strategic plans and business models to differentiate themselves from increasing competition in emerging markets. To do so effectively, they will need to recruit and retain sophisticated senior leadership talent that can devise and implement their business strategies,” said Kathryn Yap, Managing Partner of CTPartners in Singapore, who boasts over 15 years of search experience in Asia Pacific.

“The ongoing demand for ever-more sophisticated and skilled executives means that compensation is being pushed ever upward. With the most desirable candidates often being pursued by multiple companies, salaries for these top-tier candidates might have risen by 15% to 25% a year for the past five years,” said Pagan Van, Managing Partner of CTPartners Hong Kong, who has more than 10 years of experience as a search professional in Asia Pacific.

“In any emerging market, the talent pool is tight. There are always more buyers for top talent then supply, which puts upward pressure on costs. In the financial services industry for example, this tends to mean that Asian bankers look quite costly versus bankers in London or New York,” said Paul Aldrich, Partner of Financial Services Practice at CTPartners. “We are also witnessing a trend towards talent localisation all across the Asia Pacific region. According to the ECA International Salary Trends Survey, salary increases across Asia Pacific in 2011 was on average 6%, with the largest increases being awarded to employees in Vietnam, India, and Indonesia, each with expected gains of 9% or more. Asia Pacific nations with the fastest growth saw the strongest salary boosts, owing to local skills shortages. Slightly slower growing and more established markets, such as Hong Kong and Taiwan, had a 3.5% average salary hikes.

Latin America had world’s largest salary increase of 11.4% on average, with as much as 30% and 18% increases in Venezuela and Argentina respectively, according to the ECA International Salary Trends Survey. Salaries in Europe rose 3.4% on average in 2011, well below the global figure.  In the Middle East, employees saw salary increases hovering around 5% in Saudi Arabia and the UAE. Eastern European workers saw average salary gains of nearly 5% as well, with employees in Russian, Romania, and Bulgaria enjoying the region’s largest gains. Mature economies were expected to have the lowest salary hikes, with Western Europe seeing the smallest gains.

Average salary increases in most countries for 2012 will be very similar to those awarded in 2011. For companies shopping for talent in emerging markets the message is clear:

Expect salaries to be commensurate with the marketplace opportunities.

IPA Component III (Regional Development) can finance investments and associated technical assistance in areas such as transport, environment and economic cohesion. The principal foci of the PPF4 project are Rail & River Transport, Environment and Competiveness.

The purpose of the PPF4 project is to increase the quality of project implementation under the IPA programmes through the provision of support to the Strategic Coordinator for IPA III and IV, respective Line Ministries and other agencies in the identification, screening and preparation of project documentation and tendering documentation. The project has two Work Items:

Work Item 1; The existing pipeline of major (above 10 MEUR) high quality and financially viable projects for financing by EU through IPA component III, national and/or IFI/other funding is further developed with full project documentation and tender dossiers.

Work Item 2; Several non-major projects (below 10 MEUR) and/or technical assistance projects for financing by EU through IPA component III, national and/or IFI/other funding are prepared with full tendering documentation.  

The principal railways project is the preparation of the Preliminary Design for the railway section Nis – Brestovac. These Terms of Reference address the requirement for a Non-key  International Railways Expert.

Inputs:

The appointment will be on the basis of a contracts for 50 workday. It is envisaged that the total number of working days will be up to 100 working days.

Tasks for the expert will be described in Orders for Services, issued by the PPF4 Team Leader, which will specify activities, outputs and working days.

The Expert must provide 100% of his/her inputs in Serbia. Working on Saturdays, Sundays or public holidays will not be permitted.

Location:

The base of operations will be Belgrade and office facilities will be provided. Travel throughout Serbia will be necessary during the project. The cost of this travel and accommodation will be covered by the project according to the expert’s contract.

Assignment:

Chief Resident Engineer with at least 15 years of experience in Civil Works. This will last approximately 12-16 months.

 Mission:

Construction supervision of the works at Massingir dam, including the administration of the contract (FIDIC Red Book type for MDBs use), with the support of the Home Office. Head of the site team composed also of one engineer, three supervisors, and one secretary.

 Scope of the works of the project:

 Essentially the Works comprises the following:

 i)              Construction of an auxiliary spillway on the Left Bank of the Massingir dam – the auxiliary spillway will be composed by an approach unlined channel, a 170m-wide concrete weir equipped with 14 fusegates, a restitution channel 400m-long, concrete lined over 100m long, a bridge over the auxiliary spillway, and earth fill embankments allowing to connect the auxiliary spillway to the existing embankment dam on its right abutment, and to close the reservoir on its left abutment;

 ii)             Strengthening works of the Portela saddle dam on the Right Bank of the Massingir dam – the works will include the raising of the dam crest and the construction of a downstream berm;

 iii)            protective earth fills at the downstream toe of the existing dam – the works will include the cleaning of around 120,000 m² areas downstream of the main valley dam and downstream of the right bank dam, the placement of protective earth fills composed by a filter layer overlaid by a random fill coming from the auxiliary spillway excavations

 Location:

The proposed project is located in the southern Gaza province of Mozambique and is part of Limpopo Basin which covers 80,000 km2 of the Mozambican territory. The project area includes the Massingir town near the South African border.

 Climate:

The project area is a dry steppe-type climate with annual rainfall of only 600 mm. Mean monthly temperatures ranging between 19° C and 28° C.

 Accommodation:

The Engineer will get one accommodation and one vehicle

 Rotation:

– 6 works days per week / 3 weeks of works and one week of recuperation or 2 months of works and 3 weeks of recuperation.

Detailed tasks assigned:

 The Chief Resident Engineer is required to:

 Lead all site activities carried out by the Engineer and by the Employer, under the direction of the Project Manager and the Project Director of the Home Office in Paris.

 Manage and coordinate the work of the resident team on site

 Preparation of the monthly progress reports and assistance in the preparation of the project completion report.

 Perform (i) detailed inspection of the works, (ii) test when necessary the materials to be used, (iii) order/require tests whenever necessary to ensure perfect compliance of the works with the specifications, (iv) order substitution of improper materials, (v) order re-execution of improper work, and (vi) keep daily records of site/works activities in the site log-book.

 Make the measurements of completed works to verify quantities claimed for payment by Contractors and jointly certify those payments with the Employer.

 Supervise all the works to be done at the site and, after the Employer’s approval authorise time extension for the completion of the works.

 Evaluate, comment and approve in consultation with the Project Manager and the Project Director of the Home Office in Paris all documents, drawings, calculations booklets submitted by the contractor for approval.

 Review and accept in consultation with Office in Paris the Contractor’s programmes or arrange for modification thereof as appropriate and ensure completion dates are reasonable.

Administer in consultation with Office in Paris the execution by Contractors of all matters concerning safety and care of the works. Recommend to the Employer all such measures to avoid any risk affecting the safety of personnel, works, and adjacent property in case of any emergency.

The candidate shall be a graduate engineer having at least ten (10) years of experience in construction supervision of road works projects. Job Description

The Senior Embankment Engineer will assist the Chief Embankment Design Engineer in the design of the main embankment dams, including the plastic concrete cut-off wall, as described above, in the design of embankment dykes and in earthwork structures.

The main duties of the Senior Dam Stability Analyst will be the following:

General organisation

On site, the resident team in charge of supervision of the works will comprise 10 to 16 (at a maximum) expatriate engineers, who will manage engineers and technicians provided by the Client (EEPCo).

Our client (OC) has been contracted by the Saudi Electricity Corporation (SEC) for the Qurayyah CCPP as their Consultant. The scope of work comprises amongst others the site supervision with a strong team of management staff, various discipline engineers, quality control staff and local inspectors. Therefore, OC works in a joint venture with Saudconsult as local partner.

The Project is the “Conversion of Qurayyah Open Cycle Power Plant to Combined Cycle Power Plant”. The open cycle power plant is in operation. The Contractor is processing with final works. 

The CCPP will consist of 5 blocks; it is designed in a 3+1 configuration with 15 GE Frame 7FA gas turbines. The envisaged final generation capacity will be approximately 3.2 GWel. 

The engineering phase for the steam part of the CCPP is currently in progress. Construction works started in July 2010. The proposed project completion date is early 2013. 

The Contractor is a Consortium of Arabian BEMCO and DOOSAN Heavy Industries.

Due to the specific requirements in Saudi Arabia a work contract (local work contract) would be between OC’s branch Office in Dammam and the Freelance Employee. The payment will be made in Saudi Riyals. Additionally to the monthly salary accommodation in a camp (300 m distance to the site office) and transportation (personal vehicle incl. insurance also for private use) on site will be provided free of charge. The canteen on site may be used. The contract foresees six weeks of vacation per year, which can be taken in four portions of two weeks maximum duration. As an extra, OC will provide an economy class return ticket from/to KSA/home for these vacations.

Working hours are 10 hours per day and six-day week. OC total team will comprise 10 expatriate experts plus approximately 40 local experts.

Task

Supervision of Site activities such as erection, installation, testing and commissioning in close co-operation with and under the supervision of our client’s General Site Manager or his representative and client SEC.

It is a construction supervision project in water supply and the following experience is required from any given candidate:
Construction supervision
Have worked on projects in Water supply, distribution, water towers, pumping stations and stormwater networks with retention points
Rural regions
10 years minimum overseas work experience

The duration of the project will be for 2-3 years.

The project is the design of water transmissions and my client is looking for someone with experience in the following:
Design of water transmission, concrete/steel reservoirs and pumping stations
Have worked on a project larger than or equal to 1000ml
Have worked in the Middle East
Needs at least 10 years work experience overseas
Has filled at least two posts as Project Manager previously

The duration of this design phase will last about 12-14 months, the candidate will be travelling continuously through Riyadh, Germany and Turkey for this project so must be willing to travel.

They are currently after a senior candidate for the post of Project Director. The candidate must have the following experience:
Project Management certificate or qualification
French speaker
Worked overseas for at least 15 years

Have worked on similar positions
Has managed infrastructure projects on other sanitation or water supply projects

Key qualification:

Masters Degree in Electro-mechanical Engineering / Mechanical Engineering or Process Engineering with a minimum professional experience of 20 years in O+M of pumping stations or other comparable facilities.

Main tasks shall be:

– Represent the Client against the contractors in all matters of the O+M activities of above facilities

– Review and comment on the current agreement of the contractor with the Client with regard to adequate O+M tasks and activities of the facilities and prepare recommendations if necessary

– Review and comment on preventive maintenance plans to be prepared by the contractor and prepare recommendations if necessary

– Review and comment on stock control of spare parts to be prepared by the contractor and prepare recommendations if necessary

– Review and comment on the staffing of the contractor in terms of quantity and qualification and prepare recommendations if necessary

– Review and comment on the data management system of the contractor for collecting and documenting all data and any other information which is relevant for the proper operation of the facilities and prepare recommendations if necessary

– Review and comment on system failure reports of the contractors and prepare recommendations if necessary

– Review and comment on safety and HACCP (Hazard analysis and critical control points) concepts of the contractors and prepare recommendations if necessary

– Review and comment on existing O+M manuals and prepare recommendations if necessary

– Review and comment on all required tests to be performed by the contractor and prepare recommendations if necessary

– Advise and assist the Client in the change management of contractors’ contracts.  Assess and evaluate the contractors’ requirements for contract changes in terms of administrative, substantive and constructive changes.

– Advise and assist the Client in preparing, inviting, evaluating, and negotiating the required bids for additional supply, work and services.

– Assess and evaluate the contractors’ claims, prepare and present technical and contractual findings to the Client to avert such claims.

– Prepare and present technical and contractual findings to the Client for claims toward the contractors’ and advise and assist the Client to enforce such claims.

– Prepare and present technical and contractual findings to the Client for dispute resolution and advise and assist the Client in negotiation, mediation, arbitration and litigation of manufacturing, construction and erection disputes.

– Advise and assist the Client in the evaluation of contractors’ progress reports and in maintaining bar charts summarizing overall subproject progress.

– Advise and assist the Client in the progress payment approval and endorsement of progress payment certificates;

– Keep up-to-date records of all contracts, contract prices, variation orders, claims and completion dates.

–  Review all project correspondence to identify potential risks and chances.

The Power Operations Manager will have a degree in Electrical Engineering plus a minimum of 10 years electric utility experience with at least the last five in a senior leadership capacity. The Power Operations Manager will report to the CPUC Chief Executive Officer. Specific tasks and responsibilities of the Power Operations Manager will include: 

(i) Assume responsibility for technical operations of the power system, including generation and distribution components, and customer connections;

(ii) Assess the current level of service provided to CPUC’s electricity customers and, in consultation with CPUC Management and other key stakeholders, determine the appropriate level of service and Standards for the provision of electrical services to the residents of Weno. 

(iii) Advise management of current of impending technical problems in the generation and distribution systems, and propose technically and financially appropriate options for the consideration of Management;  

(iv) Implement a load flow analysis of the Weno electricity network and design and implement programs to cost effectively optimize the network performance and minimize technical and non-technical losses; 

(v) Assess the capacity and skills of CPUC electricity generation and distribution personnel and design and implement training programs to achieve the minimum required certification levels;3

 3 Certification levels required for CPUC’s electricity technical personnel are: (i) lineman certification up to at least level III, (ii) power station operators to shift supervisory and station manager level; and (iii) mechanics and electrical/wire-man from technician to supervisory level.

(vi) Design and take responsibility for the implementation of preventative maintenance programs and ensure that the power station, stores, and external equipment of the CPUC are maintained in a serviceable condition at all times; 

(vii) Monitor and supervise the performance of all outside contractors engaged in the operation and maintenance of the new power station; 

(viii) Review current operational procedures for power station and distribution system operation and maintenance and design and implement strengthened procedures as required; 

(ix) Supervise and take responsibility for monitoring of all control equipment and recording, storage, and transmission to Management; 

(x) Supervise and take responsibility for the operation and control of CPUC electrical stores; design and implement procedures for maintaining inventories to a professional standard; 

(xi) Supervise and maintain all cash power meters connections. 

(xii) Undertake immediately and not more than 60 days, to eliminate, remove and replace any and all conventional electricity meters and unmetered customers. 

(xiii) Ensure a stock of essential spare parts for power generation is maintained on Weno. 

(xiv) Prepare for full cost and justified proposals for Compact grant funds for Weno power system capital works and maintenance programs. The proposals will include an assessment of options and identification of the least cost solutions based on life-cycle cost analysis. 

(xv) Minimum Reporting Requirements: 

a. Monthly Progress Report on Items (i),(iii), (vi), (vii), (ix), (x), (xi) 

b.Deliverable / Reports on Items (ii), (iv), (v), (viii), (xii) and (xiv)

You will be reporting to the Director and CMO at all times

To head a medium scale business operations with a turnover of 250 Cr. and align the business targets with the groups vision to grow it into a 1000 cr. business

Handle Revenue, EBIDTA, set budgets and ensure adherence to the same. Monitor the running of operations within costs
